What the suspension does not reach

• A visa issued before January 1, 2026 stays valid. This proclamation does not revoke visas that were already issued.
• The suspension applies only to people who, on January 1, 2026, were outside the United States and did not hold a valid visa.
• Lawful permanent residents of the United States, that is green card holders, are not affected.
• Dual nationals travelling on a passport issued by a country that is not on the list are not affected.
• Holders of a valid A-1, A-2, C-2, C-3, G-1 to G-4, or NATO-1 to NATO-6 visa are not affected.
• Athletes, their teams, coaches, essential support staff, and their immediate relatives are not affected when travelling for the World Cup, the Olympics, or another major sporting event named by the Secretary of State.
• Special Immigrant Visas for people who worked for the United States government are not affected.
• Immigrant visas for members of ethnic and religious minorities facing persecution in Iran are not affected.
• People already granted asylum, and refugees already admitted to the United States, are not affected. Nothing in this proclamation limits the right to seek asylum, refugee status, withholding of removal, or protection under the Convention Against Torture.

These are the carve-outs the notice itself lists. They describe people the suspension does not reach. They are not an exception you can apply for.
